91ST ANNUAL GENERAL MEETING

The minutes of the Annual General Meeting of Presbyterian Support South Canterbury Inc, held in The Croft Leisure and Care Centre, 12 Park Lane, Timaru on Thursday, 22nd October, 2009 at 7:30 p.m.


PRESENT:
Mr J Pearce (Chairman), and some 51 members of the Board, staff, donors and friends. 

WELCOME:
Mr Pearce welcomed all those present. 

CONSTITUTION:
The meeting was constituted by the Reverend Ian MacLeod. 

APOLOGIES:
Apologies were received and sustained from The Reverend Michael Kerr, Mrs Ros Kerr, Mrs Denise Stuart, Messrs Bruce Wikitoa, Paul Dewsbery and Michael Mayman. 

MINUTES:
The minutes of the 90th Annual General Meeting held on Thursday 23rd October 2008 were taken as read and confirmed on the motion of M Parker seconded J Pearce. 

MATTERS ARISING:
The Chairman said that the $3.5 million refurbishment of the Wallingford Rest Home is underway and 18 rooms have been completed to date. 

CHAIRMAN’S REPORT:
The Chairman said the despite a difficult economic climate the organisation has continued to provide quality services for local people.  The new Family Works building (Campbell Cleland Centre) has now been in use for about a year and this has been well received by the community and Family Works staff.  We are currently working on plans for the upgrade of the Margaret Wilson Complex. 

The Home Support and Community First services are now breaking even financially and their client numbers are growing. 

The Chairman acknowledged and expressed his appreciation to all staff and volunteers for the work they have done for the organisation over the last year.  He also expressed his thanks to Mr Hubbard for the contribution he has made to the organisation over many years.  The Chairman thanked the Board for their continuing support. 
 

FINANCIAL REPORT:
Mr Hubbard presented the Financial Statements for the year ended 30 June 2009.  A full copy of the accounts is available from the Administration Office. 

The expenditure for the year on Aged Care Services was $9,700,000 and the deficit was $156,000.  There was a deficit of $208,000 on the Family Works Services, the organisation made a contribution of $4,000 toward the Hospital Chaplaincy costs and the Goodwill Shop generated a surplus of $28,000.  The net investment income for the year was $1,308,000 which was down on the previous year.  The Total Surplus for the Year was $784,000 which is $406,000 less than last year. 

The gross income from all sources was $12,500,000 and $6,000,000 was paid in wages and salaries.  Presbyterian Support South Canterbury directly employs approximately 300 people, which makes it one of the largest employers in South Canterbury. 

The Finance Committee’s responsibilities were discussed.  The members of the Finance Committee are Allan Hubbard, Jim Pearce, Len Home, Mollie Thomson, Michael Parker and Paul Dewsbery. 

Mr Hubbard acknowledged the contribution the many volunteers who work for the organisation.  Presbyterian Support South Canterbury continues to be the recipient of many legacies and bequests.

“THAT THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30 JUNE 2009 BE ADOPTED” 

CHIEF EXECUTIVE OFFICER’S REPORT:
Mr Parker welcomed everyone to the meeting.  There have been good occupancies in the residential care services over the last year.  There are a limited number of beds available for Respite Care in the area and the District Health Board is developing a plan to fund some beds specifically to meet this need. 

We refurbished a unit in the Croft Retirement Village during the year and redeveloped a house in the Village into two units. 

We have been fortunate that we have been able to maintain good staffing levels over the year and this includes registered nurses.  Each year we conduct a staff satisfaction survey and the result for this year was the best it has been since the survey was instituted. 

The Home Support service has been developed since it was acquired. 

Presbyterian Support South Canterbury has been working to develop a closer relationship with Government Departments.  Nationally Presbyterian Support is working on a Memorandum of Understanding with the Ministry of Social Development. 

The three yearly Quality Accreditation survey was done by Quality Health NZ this year using the new EQUIP4 quality standards. 

Our volunteers provide over 12,000 hours of service each year and these people are highly valued by the organisation. 

We encourage and pay for the training costs of staff in residential and community based services to achieve their National Certificate and a large number are undertaking this training.  All staff are encouraged to undertake appropriate education. 

Presbyterian Support South Canterbury is one of seven Presbyterian Support regions which operate nationally.  The total expenditure on service delivery for all regions for the year was $146,000,000.  The national total for the hours of service for Home Care was 750,000.  Nationally there are a number of development programmes for children and the total number of clients who attended these programmes is 4,327.  There were 1,135 parenting programmes and the number of clients assisted nationally with social work support and counselling for children was 9,471.

The Annual Report was discussed.  Mr Home thanked the Chairman of the Finance Committee, Mr Hubbard, for the service he has given Presbyterian Support over a long period.  He also discussed some of the history of Presbyterian Support. 

APPOINTMENT OF AUDITORS:

It was moved and carried on the motion of A Hubbard seconded I Mayman
“THAT MARTIN WAKEFIELD BE APPOINTED AS AUDITORS FOR THE 2009/2010 FINANCIAL YEAR”

PRESENTATION OF LONG SERVICE BADGES:
Long Service badges and certificates for 25 years service were presented to Sandra McDonald, Sharyn Cague, Alma Warlow, Barbara Joyce and Vicki Littleton. 

Long Service badges and certificates for 15 years service were presented to Joan Hartly and Viv Macfarlane.  Jenny Purdon and Isobel Boyce were also entitled to receive a Long Service badge for 15 years but they were not able to attend the meeting so they will be presented with their badges at a later date. 

Christine Graham was presented with a Long Service badge and a certificate for 10 years service.  Nirmala Samy was also entitled to receive a Long Service badge for 10 years but she was not able to attend the meeting so she will be presented with her badge at a later date. 
 

GENERAL BUSINESS:
Mr Talbot said that the Presbyterian Support South Canterbury Chairman, Mr Jim Pearce, has been appointed to the position of Chairman of Presbyterian Support New Zealand. 

The meeting closed at 8.10pm.

The meeting was followed by a presentation from Mr Graham Cadigan who discussed the Wallingford Rest Home redevelopment.
